As part of a nationwide contingency plan against Hurricane Irene, the Port of New York and Port of Long Island Sound were open early Sunday morning, but authorities shut down all cargo and bunker handling operations.
New York City escaped the brunt of the hurricane which claimed at least 18 lives along other parts of the US East Coast while causing flooding and power losses.
An estimated 370,000 people were ordered to evacuate New York.
